The Government Reform Research In Our Country Since The 16th National Congress Of The Communist Party Of China

21st Century is the time which economic glabalization and democratization of politics deeply develops. The intense competition of the comprehensive national power between countries, along with the quick development of science, technology, economy and society, the government’s initiative becomes more and more important, and the government’s reform is the focus of the social concern. Since the16th National Congress of Communist Party of China (CPC), the government’s reform has made new achievements under the leadership of CPC. Due to the changes of the environments, especially the improvement of the CPC’s governing awareness, the leadship of the government’s reform is strengthened by CPC. The guiding ideology of the government’s reform keeps pace with the time, and the practices are also more adaptive with the social development. Through the discussion of the practice and enlightment of the government’s reform at the time, we can learn the essense of the leadship of CPC, and provide reference for the future.Since the16th National Congress of the CPC. with the development of economy and society, the government’s reform is drawn out with more macroscopical background, which includes the demand of increasing the governance capability; Being adapted with the economic globalization and informationization; Complying with the rule of the market economy; Responsing to the growth of the civil society; Reinforcing the emergency management ability, and so on.Deng Xiaoping Theory,"Three Represents" and Scientific Thought of Development are prime guiding ideologies of the government’s reform. The theories of Deng Xiaoping, Jiang Zemin and Hu Jintao on government’s reform are the specific guiding theories.With respect to the practice of the government’s reform, there are four main aspects. The first, re-define the administrative ideology:unlimited and regulated government are replaced by limited and ministrant government. The second, innovative administration, law-based administration, scientific adminstration, democratic adminstration become important mission of government’s reform. The third, integrating the government organization:the reform of the government organizations between2003and2008promoted the optimization of government organizations. The forth, transforming the government function:public service and social management are highly emphasized, the point of market supervision is also strengthened. We can learn a lot from the government’s reform since16th National Congress of CPC. Firstly, government’s reform is a continuous process of responding to the social changes. Secondly, upholding the CPC’s leadership with active political participation is the source of impetus and political guarantee which enables the government’s reform to continue. Thirdly, it is necessary to promote the governance capability if we hope the government’s reform can proceed. Finally, with the trend of the government’s reform, the quality of the civil servants needs to be improved.
