The development of marine economy, which was proposed in Chinasince2003, have been highlighted to vigorously develop in the “11thFive-Year Plan” and “12th Five-Year Plan”. Now China has established anumber of marine economy areas. However, the ocean is a shared resource,so in the process of the marine economy development, inevitably involvesin the uneven distribution of interests, that needs to combine differentdepartments to address. Under such circumstances, it is particularlyimportant to build a regional law enforcement mechanism in thedevelopment of marine economy. The law of marine economy is not a newfield. At the international level, such as the United Nations Convention onthe Law of the Sea and other international treaties already exists, therefore,the law of marine economy is geared to international standards. Theregional law enforcement along with the rise of regional economiccooperation, is the main assurance in regional cooperation. The linkage lawenforcement in the process of marine economic development should be local government cooperations. In order to make the inevitability of linkageenforcement more significantly, the author discussed in aspects of necessity,possibility, and the role of government. Firstly, factors such as the trend ofmarine economy integration, existing legislation and regional linkage lawenforcement on the effectiveness of economic development decide thenecessity of regional linkage enforcement. Secondly, the social attributes ofthe marine economy and economic law fit determine the possibility ofregional linkage enforcement. Lastly, the functions of the administrativesupervision as well as social and public services provide political supportfor regional linkage law enforcement. In the aspect of building regionallinkage enforcement mechanisms, the author mainly analyzed theinstitutionalized cooperation and non-institutional cooperation.Institutionalized cooperation is a normative ensure cooperation mode whilenon-institutional cooperation is not, and the former is the development ofthe latter, which is the basis of the former, both in functionality alsocomplementary. In addition, both institutionalized cooperation andnon-institutional cooperation require the law support, therefore, the linkage enforcement mechanisms should be advocated.
