In March2011, China’s national economy and social development during the Twelfth Five-Year Plan clearly put forward that, according to the requirements of promoting the integration of urban and rural economic and social development, promote socialist new rural construction planning. To adapt to the new situation of the rural population transfer, draw up the township village planning scientifically and improve the management level. Increasing guidance and support, promote farmers’income sustained and rapid growth, and improve the production and living conditions in rural areas. In order to improve the housing conditions in rural areas, to optimize the allocation of land resources, to promote transfer agglomeration of farmers, to enhance the new urbanization and new rural construction level, Chun An County has launched a large scale down the resettlement work since2006. In order to speed up the transfer of agglomeration process, to improve the quality of the life of farmers, Chun An County drew up "Chun An County down relocation Five-Year Plan (2010-2014)" once again. The plan plans to move around5000people nearby in five years, and move10000people to County Feng Jia Shan Resettlement area.There are four resettlement models in the practice of Zhejiang Province, including centralized resettlement, scattered resettlement, the whcle village relocation and nursing home placement. In the practice of Chun An County’s farmer migration resettlement, the top three models are used. The current is in the intermediate stage of five-year planning implementation. Problems and effect have begun to highlight. And farmers’happiness and satisfaction also is distinguishing among different resettlement models. First of all, we describe the relevant information of peasant migration resettlement in Chun An County, including definition, the situation of resettlement, subsidy policy and the enrollment situation. Secondly, through the consolidation of286valid questionnaires, we analysis farmers’happiness and satisfaction in different resettlement models from the aspect of living conditions, resource condition, economy and cultural life. Then, combining the questionnaire survey, we analysis the advantages and disadvantages of soil centralized resettlement, soilless centralized resettlement, scattered resettlement, and the whole village relocation. Based on this analysis, we conclude that each resettlement model has its own advantages and disadvantages. From the social point of view, a variety of model combining is desirable. From empirical analysis farmers’choice high to lower order is soil centralized resettlement, scattered resettlement, soilless centralized resettlement, and the whole village relocation. Furthermore, we also come to conclusion that, relocated farmers are easy to out of the mainstream of life. They value the happiness and satisfaction after adaption.The current survey data shows that, under the control of habits and land constraints, most of the farmer still tend to choose the scattered resettlement and soil centralized resettlement. So we think deeply feasibility for large concentrations of resettlement and believe that centralized resettlement is the trend. It should go through a step-by-step process. During this process, we should combine scattered resettlement and centralized resettlement, combining around practical, and steadily push forward the unique centralized. Of course,"down the mountain out of poverty" site relocation is not governments’projects. We should concern more about whether farmers can adapt or feel happy. Therefore, in connection with each resettlement model’s advantages and disadvantages, referencing to suggestion from questionnaires, combining the actual situation of Chun An County, we refine four aspects of policy to achieve the adaptation of happiness, including mining income generation, expanding employment space; Formulating preferential policies, reflecting humanistic care; Innovation of community management, to achieve a smooth transition; Emphasis on culture guide, to meet the needs of the masses.
