Study On Problems And Countermeasures Of Poverty Alleviation And Relocation In Changing Land In Yangxin County

Poverty alleviation relocation refers to the relocation of residents living in relatively poor living conditions and environment to areas with relatively good living environment and relatively complete infrastructure,which greatly improves the living conditions,production and living environment of relocated residents,further enables relocated residents to better integrate into modern social life,to adapt to the pace of social development,and thus to extricate poor groups from poverty.Richness lays the foundation.Since the beginning of the new century,our country has begun to explore ways of poverty alleviation and relocation.This work has achieved remarkable results since 2001.Through improving the social environment resources and living environment of the relocated residents,the work of poverty alleviation and relocation has gradually completed further development,and the production and living environment of the poor groups has been greatly improved.Especially in the face of the important task of achieving a comprehensive poverty alleviation in 2020,since the precise poverty alleviation work has been carried out,we have improved the production and living conditions of a large number of poor people in a short period of time.In this paper,Yangxin County's relocation of land-changing poverty alleviation work as the research object,through literature research and case analysis,the Taogang Town Wuma Village,Baisha Town Shihe Village and Futu Town Huadao Village of land-changing poverty alleviation relocation work were investigated and analyzed.Combining with the investigation and interview cases,the author finds that there are three predicaments in the work of poverty alleviation and relocation in Yangxin County: the predicament of community management,mainly reflected in the lag of infrastructure construction and inappropriate management of public resources;the predicament of screening poor households,mainly reflected in the moral hazard and adverse selection of relocation;and the Predicament of relocation development,mainly reflected in the survival of relocated households.There are four aspects: the thought of "waiting,depending and wanting",the contradiction of social relations restructuring,the doubts about policy fairness and the difficulties of sustainable livelihood for the relocated households.As for the three major difficulties of poverty alleviation and relocation in Yangxin County,the author makes a thorough study and discussion,and analyses the causes of these three difficulties.The theoretical guidance in this paper mainly includes four points: rural social mobility theory,community governance theory,farmers' sustainable livelihood theory,immigrants' cultural adaptation theory.In view of the above three predicaments and their causes,combined with theoretical guidance,the author puts forward a series of countermeasures,such as: promoting the change of relocation households' ideas,enhancing their self-development ability;strengthening the relocation households' community cultural identity,focusing on the construction of community culture;accelerating the construction of government informatization,and establishing an effective social supervision mechanism,etc.At present,Yangxin County has made great achievements in poverty alleviation through various efforts,not only making the living conditions of poor households better and better,but also improving the local ecological environment.But at the same time,there are also some problems.This paper makes an in-depth analysis of a series of problems in poverty alleviation and relocation in Yangxin County,and puts forward corresponding solutions,hoping to solve the problems encountered in resettlement work in Yangxin County,and provide reference for the government relocation project of poverty alleviation.
