Study On Poverty Alleviation And Development Of Industry In Wu Ling Mountain Area

Poverty has always been a problem in the world, whether it is always exist in developed countries or in the developing countries,governments around the world make unremitting efforts to solve the problem of poverty, and which is the main part of solving the livelihood problems. The Chinese government pays more attention to the development of Wu Ling Mountain Area, and it is a major livelihood project to catch the region’s economic development, poverty reduction and development.Wu Ling Mountain Area is relatively poorer than eastern areas of our country. On one hand it is because of the special geographical environment of this area, at the junction among Hu Bei,Hu Nan, Chong Qing, Gui Zhou, these four provinces, which is not concerned and relatively marginalized;on the other hand, the main part of the people belongs to Tu Jia, Miao and Dong, the minority nationalities. They live in the mountains and rolling hills, which hinder the development of Wu Ling Mountain Area. In November2011, Wu Ling Mountain Area was incorporated into the pilot as the country destitute areas. It is exploring the suitable way of the economic development with the vigorously supporting by our country which is the national anti-poverty initiatives and a new attempt. Industrial development is the key to economic development in Wu Ling Mountain Area, and the country issued a series of preferential policies in order to assistance development of industry in Wu Ling Mountain Area. Writer regards "150"mode of pig breeding as a case of poverty alleviation in Qing Taiping town, Ba Dong County, En Shi Tu Jia and Miao Autonomous Prefecture belonging to Wu Ling Mountain Area, making some reflections on industrial anti-poverty according to the understanding of local people by using ethnological fieldwork methods with theories of Ethnic Economics from a practical point of view, at the same time, making a comprehensive evaluation for "150" mode of pig breeding.This paper is composed of the following six parts. The first part is the introduction about the background and significance of the study, the concept and the related theory. Many experts, scholars, government officials get the achievements about the regional economic development from the multiple perspectives; The second part elaborates the general situation of Wu Ling Mountain Area, which introduces the basic situation of Wu Ling Mountain Area, historical line about rural anti-poverty of China since the reform and opening up. The third part makes a comprehensive evaluation for "150" mode of pig breeding, one of the industrial poverty alleviation initiatives, in Qing Taiping town belonging to Wu Ling Mountain Area. The fourth part makes some thinking on industrial poverty alleviation in the implementation, combining with the understanding of local people to poverty alleviation. The fifth part gives some suggestions about the development of the "150" mode of pig breeding. The last part is the personal experience of the author in the fired research:Industry development effect is relatively slow, which is different from expectation of the people, and the government do efforts to anti-poverty in stages.
