Based on theopenness of cyberspace and broad characteristics, it can be more timely andconvenient to participate in the day-to-day management of the government’s activities,as well as more active exercise of the citizen oversight rights conferred by theConstitution and laws to oversee the government’s day-to-day management activitiesto promote the process of democratization of society. However, due to theuncertainties of cyberspace itself and the outside world social-economic political andcultural factors affect social people in the exercise of the right of citizen oversightprocess may be abuse of the right of citizen oversight behavior, resulting in the state,society, and others legitimate rights and interests of the damage. This requires thenecessary legal standardize and improve the network environment, the exercise of theright of citizen oversight.
