With the deepening of the reforms in recent years, tremendous changes have takenplace in China’ s economic, political and social systems, so that the configuration modeof the human resources mainly composed of market economy has become the majortrend of the social development. In order to complete the grand mission our Party andpeople have entrusted,meanwhile, steady progresses have been made in the drive tothe military revolution with Chinese characteristics, and a certain number of theofficers on active duty have been reclassified as working in civil positions each year.On the other hand, nowaday placement system for retired officers established duringthe planned economy and as planned distribution as the predominant distributionmethod can’t meet the requirement of the configuration Market-oriented of the humanresources increasingly, so that some in-depth contradictions and problems keepappearing and need to be solved urgently. Comrade Xi Jinping ponited out that "mustemancipate our minds, seek truth from facts, advance with the times, and devote greatefforts to boost and streamline the construction of the placement system for retiredofficers the Chinese way".This research is concentrated on the reform of the placement system for retiredofficers with Chinese characteristics, elaborates on fundamental connotations of thecorrelative concepts by analytical and inductive reasoning, combs with the diversedeclarations on the placement system for retired officers from our successive NationalLeaders, supports and builds on the achievements from researchers and scholars homeand abroad, reviews the historical process of the reforms of this placement system,dissects the main causes of some actual problems, and then presents some adaptiveapproaches and methods. Using the Marxist stand, viewpoint and method to study thematters,based on the distinctly Chinese way and current national and military situation,this paper presents a series of basic principles and main measures on the reform of theplacement system for retired officers with Chinese characteristics. There are four novle viewpoints in this paper. Firstly, conclusions andrecommendations are based on detailed comparisons among the conceptions of theplanned distribution, the policy of autonomous employment, retirement anddemobilization, which conforms to the needs of personnel reform, the needs of defenseand armed forces modernization and in line with international practices. Secondly, thispaper expounds the historical evolution and philosophical basis of the reform of theplacement system for retired officers with Chinese characteristics, especially theconcrete regulations and policies from2001until now, which makes for systemic andintegral knowledge. Thirdly, this paper is based on the intensive studies of thecoordinative system abroad and then presents some inspirations in favor of broaden thehorizon and the crosswise comparison. Lastly, some novle and feasible suggestionswere proposed for consideration.
