Research On The Theory Of Elinor Ostrom’s Self-governance Of Common-pool Resources

As one of the winners of The Nobel Economics Prize in2009, Elinor Ostromdeveloped the theory of self-governance of Common-pool Resources, and this theorywas commended by many scholars. Some experts or start from the specific content ofthe theory, or focus from the practice needs of governance, in order to find the meaningand value of the theory. However, an excessive preoccupation with theoretic-al detailsmay make the vision become narrow. Put the theory in the context of interdisciplinary,will help us grasp and understand the theoretical system more fully. Therefore, thisarticle will not be limited to summary the main content of the theory of self-governanceof Common-pool Resources, but try to analyze the strict logical system of the theory, inorder to find its hidden wisdom jade.The theory of self-governance of Common-pool Resources was aroused such strongreactions, not only because of its rigor and convincing, but also because theself-governance which the theory advocated was achieving the same with the emphasison the social forces of modern reconstruction. Therefore, this article attempts to inspectthis theory on the historical background of the relationship between government andsociety remodeling. The development of theory is aimed at practical application, as thesame as it, this study has its own target object and the field of operation, that is thesmall-scale Common-pool Resources. In addition, the rise and development of thetheory is inseparable from the analytical methods what the developer uses. Based on it,this paper also research the analytical methods of the combination between institutionand experience that Elinor Ostrom used. After all of the above, I put the attention on thelogical of theoretical arguments. From the direction of the overall, Ostrom was with adoubt attitude towards the traditional model of collective action to explore the new road.From the first need to overcome the problem, to the necessity of the condition thatinstitution specification requires, and then the impact factors of regime change, we cansay that the theory of self-governance of Common-pool Resources was improved inthis fallen steadily process. The theory has interdisciplinary significance and impact, it is not only lay thefoundation for the multi-center model of social governance, but also present a challengeto the traditional ‘blackboard economics’, and with the spirit of its self-governance tosupport the re-examine on the meaning of democracy. The theoretical contributionsshould be contained, but its shortcoming should be realized too. The theory which isstudied in this paper has its own application object--the small-scale Common-poolResources. For large-scale Common-pool Resources, or other type of public governancecontext, the applicability of this theory is not clear. Moreover, the institutional andsocial capital that the cooperative action requires, is largely the natural result, how toconstruct these conditions, Elinor Ostrom did not give a clear answer.The theoretical discussion of the self-governance of Common-pool Resources in thispaper, tends to do a detailed study from the logical system. The use of this theory inreality governance actives and overcome the deficiencies still need to verify and repair.
