The disabled is an important group that can’t be ignored in the society. According to the date from China’s second sampling survey of people with disabilities, the number of disabled people in China is85,020,000. The individuals, families, communities and society are bearing huge economic, social and cultural burdens, which from the physical or psychological obstacles and the growing number of disabled. It is important that paying attention to the development of the cause of the disabled, ensuring the basic life and social participation of the disabled.The rehabilitation of people with disabilities is an important way of compensating or recovering function, improving the quality of life, and promoting social participation to the disabled. In the modern sense, disability rehabilitation is a comprehensive conception, includes medical rehabilitation, education rehabilitation, occupation rehabilitation, and psychological rehabilitation. Our country’s disability rehabilitation is paid more and more attention in the development process. It having been devoted many resources of public policy and fund, and the overall development goal "rehabilitation service for all the disabled" has been put forward clearly. So, we need to analyze all aspects of cost that put into the disability rehabilitation, extend the research vision about the disabled, and provide bases for improving the disability rehabilitation policy.The disability rehabilitation is not only a service for the disabled, but also has the attributes of public goods. The social cost of disability rehabilitation is not only has the personal and family involvement, but also the government expenditure and the social aid. First, the government expenditure includes government’s financial investment, which is tangible economic cost, and public policy making, which is intangible cost. Second, the personal and family involvement includes rehabilitation treatment cost, rehabilitation training cost, auxiliary tool cost, loss of working time, transportation cost, which are direct or indirect cost, and time spending, mental pressure, and lifestyle changes, which are intangible cost. Third, the social aid includes charitable institutions and private sectors’ financial or material assistance. Meanwhile, the simple analysis of social cost has limitations, we also need to evaluate the social cost’s output. The social cost’s output can be evaluated from two aspects, the construction of rehabilitation service system and the situation of receiving rehabilitation service. First, the construction of rehabilitation service system includes the number of rehabilitation institution, number of rehabilitation institution’s all staff and training staff, development of community-based rehabilitation. Second, the situation of receiving rehabilitation service includes the number of disabled which have received service, supplying of auxiliary equipment, and the evaluation of rehabilitation service.First, this research carries out the research summary, concept definition, and theoretical analysis of the disability rehabilitation and its social cost and output. This research also summarizes international experience and enlightenment of the disability rehabilitation. Second, combining the interview to disability rehabilitation administrations and rehabilitation institutions, and the questionnaire survey to the disabled and its family, taking Jiangsu province as an example, this research makes concrete analysis of the social cost and its output of the disability rehabilitation. Third, on the bases of abstracting the research conclusions and referencing to international experience, this research puts forward the policy suggestions on the aspects of legal protection, responsibility subject, social security system, rehabilitation service system, and community-based rehabilitation.
