Study On Performance Management Of Local Government’s Dilemma And Breakthrough

The concept of "government performance" originated in a series of government reform movements, which is advocated by western countries in the late20th century. During the process, the attentions and studies related to "government performance" is becoming an important content of government administrative reform movements. The practice of performance reform at all levels of government in China originated from the start and development of market economy, along with the opening up to the level of comprehensive promotion, all levels of local government as the main body in the implementation of performance management reform shows a variety of forms at present stage. Through to the analysis and summary of practice, this study believes that the present stage of the reform of local government performance always have a gap between behavior and effective reform, specifically refers to the performance management reform experience for the applicability of the local government administrative reform in China.From the analysis point of "administrative ecological theory", firstly in order to seek local government performance management crack plight, based on a review and analysis of theory and practical outcomes related to foreign and domestic government performance administration, this study shows some relevant experiences and revelations:social conditions for the government performance administration, by the transformation from government efficiency to government performance, relevance analysis, and technical characteristics of performance management; Secondly, attempts to combine the theory of government performance administration with the perspective of administrative ecology, and interpret the specification and feasibility of this path; Thirdly, mainly analyzes the existing obstacles, including the political power structure, economic development, social development, cultural and symbolic system, and communication network etc; Finally, the basic proposals and measures to solve the plight problems of local government performance evaluation:from a macro perspective, establishing value-oriented, administrative cultural and institutional rational construction; from the micro-operation practice, establishing citizen-participation institution, using the information communication and focusing on results.As a tool of government innovation, the utilizing of performance management at local government in China is a continuously process, which emphasizes the adaptability between the objective of China’s local government administrative ecology and performance management. Although some suggestions for improvement mentioned in this study are limited, the author believes that adhering to effectively promote the implementation of suggestions, we can gradually discover endogenous power of local government performance administration.
