Government Performance Management System as a pioneer in the British and American in the West, and has improved steadily and gradually be introduced in other countries, combined with the actual and established the local administrative management system. At present, the reform China into "the deep-water-area", especially deepening administrative reform to key nodes, performance management to strengthen the government construction itself, the transformation of government functions, build service-oriented government, to build the correct view of achievements, in-depth implement the scientific concept of development have a important role in promoting.
