In the21stcentury, the construction of China’s E-government has made a rapid developmentrelatively and has played an important role in the construction of a service-oriented government asthe information network technology developed rapidly worldwide and the government websitesystems took shape basically in China. At present, governments at all levels in China areundergoing the transformation process of economics, politics and society, the ideas and values ofthe people become more diversified, so do the demands of the interest of all levels of society.Various contradictions and problems in real life reflected by the internet will become the focus ofonline buzz, form the internet public opinions at last. If the relevant government departmentshandled improperly, there is likely to lead to internet public opinion crisis, damaging the socialstability. It is demanding for the Communist Party and the government to manage the internet publicopinions and solve the internet public opinion crisis, and the construction of E-government is aneffective way.Adopted the analytic method of data and cases, based on a large number of academicliteratures and social research materials, focused on the current situation of internet public opinionand the E-government in recent years in China, some management strategies in the background ofE-government are proposed in this dissertation. The main body is divided into three parts:Part1presents the general theories of internet public opinion spread and E-government innovation,basic theories of internet public opinion and E-government are explained in this part. First, based onthe analyses of previous views, this part summarizes the intension and extension of the internetpublic opinion and E-government, sorts out four development stages of China’s E-government.Secondly, based on the connotations of E-government, this part analyzes the E-government’ssignificances for the management of internet public opinion currently: E-government innovationshelp the Governments to improve the comprehensive management capacity of internet publicopinion; making government affairs public is conducive to the information exchange between thegovernment and the public; public participation in affairs decision provide a reference for themanagement of internet public opinion; the development and application of modern electronicinformation technology provide some technical supports for the management of internet publicopinion. The status quo and presenting problems of government dealt with internet public opinionsare studied in part2. First, this part summed up the experiences that China dealt with the internetpublic opinions in recent years, including that: all levels of governments respond to the demands ofpublic opinion positively and effectively; government website systems take shapes basically;government micro-blog become a new form of E-government; preliminary anti-corruption results ininternet are achieved; internet public opinion monitoring system is initially formed, and monitoringtechnology matures. Secondly, this part points out some current issues, including that: all theunderstanding and coping approaches to internet public opinion are not in place; the disclosure andpublication of government information are not timely, update slowly; less functions of onlineservices of the government websites; the legal system of internet public opinion based on theE-government is unsound.Some management strategies in the background of E-government are proposed in part3.This part from the angles of service-oriented government, the disclosure and publication ofgovernment information, the applications of new electronic information technology and the legalconstructions, combined with the problems in the current development of China’s internet publicopinion, proposed some strategies to dealt with the internet public opinions: construct theinternet-based mechanism of the public opinion collection and settlement; develop theservice-oriented government website, implement network administration; make government affairspublic effectively, improve the transparency of government information; apply the moderninformation technology, and to establish a early warning, disposal mechanism of internet publicopinion crisis; strengthen the rule of law, and to use legal means to regulate the internet behaviors ofthe government and Internet users.
