In the “Internet+” era,the Internet provides an efficient and convenient channel for the public to “acquire information and express public opinion”.The public's awareness of participating in political life and supervising government's behavior has also been continuously improved.The level of service and credit expectations of the government has also gradually increased,especially with regard to county-level governments.The county-level government is the most basic administrative unit in the state's social management.It faces the masses of the people and,as the direct distributor of the people's interests,shoulders the dual mission of grassroots economic development and stability.In the face of the Internet public opinion crisis,the response speed and response measures of the county government have become the focus of attention of the whole society.If the county-level government has problems such as “not responding in a timely manner,avoiding stability,coping with disadvantages,and lacking after-care work”,it will cause negative public sentiment and can easily trigger a county-wide online public opinion crisis.Under the “Internet Plus” era,how to deal with the Internet public opinion crisis has become a new problem faced by county governments when they increase their credibility.At present,the ability of county-level governments to effectively strengthen the response to the Internet public sentiment crisis has become an important issue for grassroots governance.This paper takes the county government of Heilongjiang Province as the research object,and studies the countermeasures of the county government of Heilongjiang Province to deal with the Internet public opinion crisis,which conforms to the development trend of the Internet.This article summarizes the research summary at home and abroad,and clearly defines the concept of the county government,the Internet public opinion,and the Internet public opinion crisis.It also introduces the government governance theory,crisis management theory,opinion leader theory,and agenda setting theory.This paper elaborates the current situation of the county level government in Heilongjiang Province to deal with the Internet public opinion crisis from the three aspects of the basic conditions,development characteristics and management measures of the Internet public opinion in the counties in Heilongjiang Province.Based on this,it puts forward the problems existing in the county-level government of Heilongjiang Province in coping with the Internet public opinion crisis and analyzes the causes.The specific issues include: opaque disclosure of county government's government affairs information;“panic panic” of county-level government officials;tripartite game between county government,the public,and the media;“secondary disasters” triggered by public opinion crisis;Lacking.The causes include: "government-based" governance ideas;the lack of awareness of the Internet public sentiment crisis;the response mechanism of the public sentiment crisis is not perfect.The paper selects two representative counties in Heilongjiang Province and Jiangsu Province to make a comparative analysis of the actual situation of the economic crisis in the economically developed regions and underdeveloped regions in China.And through the introduction of typical domestic and foreign public opinion crisis management experience,summed up the experience of domestic crisis management experience.Finally,combining the experiences and inspirations of public opinion crisis management at home and abroad,as well as the results of comparative case analysis,this paper puts forward the countermeasures of the county government of Heilongjiang Province to deal with the Internet public opinion crisis from the aspects of prevention,monitoring,clearing,guidance,handling,and aftercare of the Internet public opinion crisis.The measures are of great significance to the future response of the county-level government's Internet public opinion crisis in Heilongjiang Province.
