The Study Of Volunteer Service Management Of The12^th National Games In Shenyang Division （Preparatory Stage）

Since the Asian Games in Beijing held at the beginning of1990s, as non-competition group, volunteers have officially been combined with China’s large-scale sports events closely. Since then, although the development of volunteer service for China’s large-scale sports events suffered a period of downturn, Beijing Olympic Games in2008would push this particular industry to a new high. At the moment, as part of the most important human resources in China’s large-scale sports event, volunteer group has already been a critical factor determining the quality of sports events.With over50years of history, the National Games of the People’s Public of China is the product of our country’s planned economic system implemented in the early days of new China. Through the long journey of development until now, the China’s National Games has enjoyed a high reputation in the world because of its large scale, high competitive-level, and wide social influence. With the undertaking job of the national games’becoming more complicated, all the administrators and governors are facing plenty of prominent problems to be solved, including how to manage groups consisting of numerous volunteers, how to integrate volunteer resources, and how to encourage every member to fully play a part in order to provide high-quality service for this event. The upcoming12th National Games of the People’s Public of China held on August31st,2013(hereinafter referred to as the12th National Games), is the first sports event in China at national level since the Eighteenth National Congress of the Communist Party of China. Shenyang as the main division, undertakes over60percent of the organizing tasks. Especially in the social context where the new generation of leaders in the Chinese Central Committee’s collective avocation of ’practicing strict economy’, the theory of’economizing on hosting of the national games ’has already been the dominant idea guiding the preparatory work of this year’s national games. This research is focusing on how to exert every effort on building a volunteer team with excellent quality, great capability and high efficiency in order to make every volunteer play a role in the undertaking work of the national games under the new historical conditions. Given this, this paper adopts the management of volunteer service for China’s12th National Games Shenyang division (preparatory stage) as research object, using documentation method, expert interview method, case study method and questionnaire survey method. Moreover, this paper is based on the thorough summary of phased results, dissects the current defects, offers specific strategies and suggestions on how to improve the management of volunteer service in the12th National Games Shenyang division, and provides a worthwhile reference for how to promote the management of volunteer service in an orderly manner during official competition time. This paper would provide credible practical-basis and theoretical-foundation for the normative development of volunteer service in China’s large-scale sports event.
