| Sub-district is a city base level government organization in China, it is responsible for implementing public service and social management policies. Sub-district’s performance is related to the implement of policies and citizen’s perception of government, so it is a important part of government’s performance. But sub-district in a lot of cities do not have enough performance, one of the most important reasons is that sub-district do not have a scientific performance system. So my research is seeking to design a set of performance indicator depend on former researchers’papers.This research’s goal is to rich sub-district’s performance study, and try to design a common performance indicator system for cities above prefecture-level, and choose a representative sub-district for empirical study.This research includes three main content. Chapter2introduces sub-district’s performance assessment mechanism, and design a common performance framework. Chapter3designs common performance indicator system for sub-district form two dimension——process and result, the first grade assessment indicator includes superior government-oriented result, social organization oriented results, citizen-oriented result, process, street-level bureaucrat quality, government affairs opening, superior government perception, street-level bureaucrat perception, social organization perception and public perception. Chapter4chooses Beijing Guanganmenwai sub-district to do empirical study.This study mainly uses literature research method, field research method, expert consultation method, case analysis method. Literature research method is used to find sub-district’s performance institution’s problems and solve manner based on theory; field research method is used to find problems in public service and social management and the way to improve them; expert consultation method is used to verify indicators and their through; case analysis method is used to choose a single sub-district to design indicators after the common indicator system has been designed. |
