Performance management of public institutions is an important criterion to measure the comprehensive performance of work efficiency,work ability,quality and ability of staff in public institutions.Performance management is an important basis for talent selection and management system standardization.Through the business unit performance management can find institution in the management of personnel management and the problems arising from the performance,and make further adjustment for the following work schedule,the functional transformation of public institutions,complying with the requirements of institution reform,build a team with efficiency and high quality service level,excellent work team administrative units.This article selects S in Dalian area business unit performance management problems,through the way of questionnaire and on-the-spot visiting,insufficient understanding of the business unit performance management are currently,and put forward the feasible measures for the administration,to improve the scientific nature of the business unit performance management,comprehensive,sustained a positive research and thinking.The research of this paper is divided into six parts.The first part is the introduction.Through sorting out the research status at home and abroad,it analyzes the relevant research contents of performance management of public institutions,clarifies the research direction of this paper,and finds the starting point for the research of performance management of public institutions.The purpose,significance and research methods of this paper are explained to lay the research background of this paper.The second part is related concept and theory research.Explain the concept of performance,performance management,and define the scope of research.Through the interpretation of 360 performance evaluation,goal management theory and incentive theory,this paper lays the theoretical foundation for the study,lays the theoretical foundation for countermeasures and Suggestions,and provides research support.The third part is the status quo and investigation and analysis of the performance management of public institutions in S District of Dalian.It analyzes the overall situation of public institutions in the region at present and introduces the subject,object and principle of investigation of performance management.Through questionnaire survey and field visit,data analysis was carried out on the problems existing in the performance assessment of public institutions in this area.The fourth part is the analysis of the problems and causes in the performance appraisal of public institutions in S District of Dalian,and makes a profound analysis of the results presented by the data.The main existing problems are as follows:First,insufficient attention is paid to performance management.Second,the performance management indicator system is not clear.Third,the application effect of performance management is not obvious.Fourth,performance management lacks effective communication and feedback.The reasons for the above problems are as follows:First,the performance appraisal standard lacks effective publicity and implementation.Second,the evaluation method of performance management is single.Third,performance management implementation supervision is not in place.Fourth,performance management lacks effective feedback communication mechanism.The fifth part is the experience of performance management of domestic institutions.The sixth part consists of Suggestions for reconstruction and optimization.Specific include:first,strengthen the publicity and training of performance management.Second,optimize and perfect the performance appraisal method.Thirdly,improve the supervision and management system of performance appraisal management.Fourth,the establishment of performance appraisal communication feedback mechanism.
