According to the report of the 19 th CPC Congress,in order to adapt to the modernization of socialism with Chinese characteristics in the new era,it is necessary to deepen the reform of the institutional and administrative systems.As a key issue of the new era reform,it is of great practical significance to study how to evaluate the performance of grass-roots government and to improve the level of government performance management.This thesis takes the Sub-district Administrative Office performance appraisal as the research object,clearly defines the concept of performance,government performance,performance evaluation,government performance evaluation,Sub-district Administrative Office performance evaluation based on the summary of current situation of academic research on government performance evaluation,analyzes the meaning of the evaluation subject and the problems existing in the existing government performance evaluation,and constructs the main body system of Sub-district Administrative Office performance evaluation.Then,constructs a complete system of performance evaluation index based on the function orientation,responsibility mission and development goal of it.Analytic Hierarchy Process(AHP)and Fuzzy Comprehensive Evaluation Method is used,and the adjustment function is introduced to adjust the data to make it more scientific and reasonable,which forms the city street office performance appraisal complete system.Finally,the thesis analyzes the performance evaluation of a street office in Beichen District of Tianjin,obtains the first hand data through questionnaires and calculated assessment scores,gives the analysis of the assessment results and feedback on shortcomings in the work of the office.On the basis of this,the thesis gives some suggestions on how to improve the scientific level of performance evaluation of the offices,and provides some reference for Sub-district Administrative Office to improve its performance in practical work.
