The civil servant performance appraisal is the management of government civil servants work as a key link, is found and the selection of outstanding administrative ability the important way, is to mobilize the enthusiasm of the civil service, to enhance the administrative efficiency the important means. Along with the" civil law"," the civil service examination regulations" promulgated and implemented, the civil service examination gradually embarked on a system to change, standardization of the road. But from the appraisal practice, there are still some unsatisfactory, it is difficult to adapt to the current civil service management requirements. To accelerate the construction of service-oriented government, strengthen personnel management functions, it is necessary to reform the existing of performance assessment of civil servants to improve, in order to give full play to the guidance of evaluation, performance appraisal, incentive and restraint function, promote the civil servants team to enhance quality, change style, improve efficiency.This paper mainly related concepts have been defined, elaborated the civil servant performance appraisal theory, including the theory of new public management, competency theory, the theory of performance management and its main principles of civil servant performance appraisal guidance. Then the paper introduces L District civil service performance assessment of the overall situation, through the questionnaire research, points out the assessment of the problem:evaluation index are not detailed enough, the lack of quantitative assessment methods, lack of external evaluation main body to participate in, the improper use of evaluation results. Aiming at these problems, using the Delphi expert consultation method is constructed including5first class indexes and21level two indexes of performance evaluation index system, using the analytic hierarchy process for each index given the corresponding weight, gives the evaluation grade division, in view of the main body of the choices presented360degree evaluation method, and assigned weights for the examination subjects, in the evaluation of the results of the use of forward strengthen incentive effect and the establishment of assessment information system, an application example is given at last.
