Foreign aid is an important political and economic practice in international relations, which is the political and economic extension of the nation and international organization, a very important platform to maintain their economic interests, achieve strategic objectives, and establish moral image. As the largest developing country, China always puts friendly cooperation with developing countries including African countries as the cornerstone of foreign policy, China’s aid to Africa is an indispensable component of Chinese diplomacy. As the largest international foreign aid groups, EU makes the use of historical inertia and aid to Africa to extend and expand the influence on the political, economic and other areas of the African countries. The issue of foreign aid to Africa is an important new area of China-EU relationship, which impacts on Africa’s stability and development, the achievement of the UN Millennium Development Goals and the China-EU comprehensive strategic partnership. In this paper, with the perspective of foreign aid, the writer analyzes the cooperation and the differences on the issue of foreign aid to Africa between the EU and China, focus on the motives and obstacles of foreign aid to Africa, and put forward specific proposals on future cooperation on foreign aid to Africa.In this paper, the writer, first of all, uses foreign aid as starting point to investigate China and the EU’s aid to Africa respectively and make a simple comparison. China and the EU have experienced a different phase of division on aid to Africa, which consist the initial, adjustment and development stage, and compared the consensus and differences under the guidance of different Africa policy of aid to Africa. Secondly, the writer analyzes the cooperation space and limitations of both sides, maintaining that although both China and the EU have not the same model of aid to Africa, they can cooperate on aid to Africa mainly due to common interests and complementary interests, global issues challenges, promotion of cooperation identity and the needs to realize of China-EU comprehensive strategic partnership. Thirdly, the writer takes cooperation and differences on the issues of Sudan’s Darfur and D.R Congo conflict for example to elaborate on the differences and cooperation on providing humanitarian assistance in Africa. Finally, the two sides have a huge potential for cooperation from China and EU’s the current situation in Africa, and China and the EU’s cooperation on aid to Africa is not a "zero-sum game." Although there are differences in "China model" and the "EU model" of aid to Africa, both sides exists a wride range of common interests in Africa. on the aid to Africa issue, both sides should go beyond their differences, establish a more open, cooperative and win-win way to reach the sharing of benefits rather than the persistence of conflict, to gain win-win situation in line with the interests of all parties in Africa’s development process. |
