Study On The Problem Of Jiangxi’s Citizenization Of Rural Migrant Workers In The Process Of Urbanization

A new type of urbanization is the inevitable requirement of china’s economic and social development, and it’s the product of economic and social development to a certain stage. After the reform and opening-up policy, under the background of rapid development of urbanization and industrialization, more and more rural labor transfer to urban employment and non-agricultural industries, which made special contribution to the industrialization, urbanization and modernization of our country. However, in the real context that urban and rural reform has not yet made a fundamental breakthrough, they are disadvantaged groups who living in the urban fringe. Although they have been in non-agricultural employment and living in the town, but their identity is still a farmer that can not be integrated into the city and access to urban resident status, the equal enjoyment of the public can also not be the same as the public services and social benefits. If a large number of migrant workers in the long-stalled status of migrant workers which failed to citizenization will not only affect the healthy development of the urban economy, and will become an important risk in building a harmonious society. Belonging to underdeveloped areas in central, Jiangxi, its construction of new urbanization need promoted vigorously, and the barriers that exist on the way of migrant workers’ citizenization are also need to be solved. Therefore, solve the problem of good citizenization of migrant workers has important theoretical significance and practical significance to promote the new urbanization, expanding domestic demand to promote consumption and balance urban and rural development.The citizenization of migrant workers is the fundamental way to solve the problem of rural migrant workers. In the background of urban and rural development and new urbanization, based on rural migrant workers in Jiangxi province as the research object, this paper mainly studies the problems in the process of urbanization of rural migrant workers in Jiangxi, and on the basis of lessons from foreign experience and reality, the countermeasures and suggestions of urbanization of rural migrant workers in Jiangxi has been put forward. The paper’s logical framework is divided into five parts: the first part is the introduction. The background and significance, research status, ideas and research methods, as well as the main innovation and inadequacies are introduced mainly. The second part is theory analysis of citizenization of rural migrant workers, which mainly elaborated the urban and rural dual structure theory, human capital theory and the theory of equal basic public services. What’s more, the concepts related to research were defined, the connotation of new urbanization, rural migrant workers and citizenization of rural migrant workers are explained. The third part analyzed the present situation and problems of citizenization of rural migrant workers in Jiangxi that under the process of the new urbanization. First, the present situation of the new type of urbanization of Jiangxi and the citizenization of rural migrant workers in Jiangxi are studied; Second, the opportunities and challenges that the new urbanization brings to citizenization of rural migrant workers are analyzed; Finally, on the basis of the reality, four angles, barriers of government system, obstacles to rural migrant workers, barriers of enterprises and social factors are analyzed for the problems existing in the urbanization of rural migrant workers in Jiangxi. The fourth part is learning the lessons of history at home and abroad to provide a reference for the experience of Jiangxi’s citizenization of rural migrant workers. Considering the early development of foreign industrialization and modernization and their rich experience of rural population, this paper combed the history of rural population transfer of UK and Japan, the relevant policies and characteristics are also generalized. Then analyzed management situation of Xiaolan town of Zhongshan city in Guangdong province who is the first district to use the “integrating system” management mode, which provides a positive experience and reference for Jiangxi’s citizenization of rural migrant workers on the aspects of correct understanding of rural migrant workers, employment promotion, function of social organizations, stable system’s establishment and incentive compensation mechanism. The fifth part is countermeasures and suggestions for the construction of citizenization of migrant workers in Jiangxi. This part elaborated from four aspects that include perfect related system, improve quality of rural migrant workers, strengthen sense of responsibility for rural migrant workers and create a social and cultural atmosphere.
