E-government Research Of Liaoning Province Under The Perspective Of "the Technology Enactment Framework"

With the rapid development of modern information technology, E-government asthe mutual integration product of information technology and government management,it brings the operating mode of the government unprecedented influence and tremendouschanges. E-government has become an important part in China’s information process,through the construction of e-government, it will improve the efficiency of governmentadministration and public service standards, improve the quality of publicdecision-making, and promote to be an honest government by increasing thetransparency of government work. This also contributed to China’s economicdevelopment and social progress; improve the comprehensive competitiveness of thegovernment.Over the past decade, E-government of Liaoning Province has rapid developmentand makes some achievements, the Intranet and Extranet platform of Liaoning Provincegovernment has successfully established and opened, the relevant norms and securitysystem has also been initially established. In government management aspect, the idea ofbuilding a “service-oriented” government is more thoroughly implement, rightsawareness of citizens also increased. In the overall e-government development has takena solid “first step ".However, due to various reasons, E-government construction of Liaoning Provincecompared with the developed areas in China still exists a gap, and also many problems.Such as uneven development of e-government in various regions of Liaoning, couldeasily lead to the problem of “digital divide"; the sharing ability of E-government amongthe various departments could easily lead to the problem of fragmentation; the suddenrisks exists if lack of E-government laws and regulations, key technology application stillon a behind level. This thesis reference to the theory the “framework of technologyimplementation” by Professor Jane Fountain, put forward some countermeasures bycombined with a fresh perspective and the situation of Liaoning. Firstly, we muststrengthen the leadership of the organization, and abandon some traditional ideas;secondly is to strengthen the integration and sharing between the various organizationaldepartments in E-government; thirdly, improve E-government system construction from the security, performance evaluation, and legal aspects; fourthly, to strengthen learningand application ability of key technologies in E-government.
