The second chapter discusses the way and main content that learning Japan, focuses on the contrast of "Imperial Constitution Outline" and "Meiji Constitution", to explore the Japanese factors in the late Qing constitutional from a text perspective. The third chapter focuses on discourse of the effect and impact that the late Qing studying Japan, from the perspective of the Qing government to maintain its authoritarian rule, constitutionalism did not reach the expected results, next, to analyze the reasons for the constitutional failure from four aspects.
