Soil, as precious natural resource is human beings’"source of clothing and food and ground of existence". It is the most important material base on which human beings exist and reproduce and society develops. Soil, as the most important resource in the society, is characterized by being not renewable, limited and easy to be dominated. With the development of economy, the special commodity, soil has also entered the current field, thereby forming the system of assigning it. These days, realty, based on currency and assignment of soil, has become the backbone economy in countries around world. In our country, according to the constitution, municipal land belongs to the nation, while the land in the countryside belongs to the group. Assigning the right to use the land being proposed by the nation realizes the real land owners’benefits, satisfies the demands of land users and optimizes the resource. After the country nationalized the ownership of the land, by assigning the land, the country has dominated the primary market of the land----expropriation of the land, and then influenced the secondary market-----the realty effectively to macro-control the speed of the economical development. However, some officers who are entitled to the right of assigning the land to the development company seek individual gains in terms of reputation or of money by means of the authored the right of assigning the municipal. The phenomenon of gaining the benefits with authority and land corruption have stood out, spelling great loss to the nation and the public, meanwhile, ruining the image of the government among the citizens. As for the reasons, it’s mainly because of, during the process of assigning the land, no symmetry and no transparence of the information due to the lack of reasonable systems and the main executive privilege lacking monitor and restriction. The advanced experience of utilizing the land in the UK and Hong Kong Special Administrative Region reminds us that we should publish the information of assigning the land, make it transparent and conduct the public to participate in it to the possible extent. It is holds by the author that to restrain the phenomenon of land corruption nowadays, the existent Rules of Publishing Government Information does not have enough regulations on this problem. It is essential that it should be improved and established relative supervisory supporting mechanism.
