"The long-term talent development plan outline with2010-2020"has released in2010June6th. The government pays great attention to the talents of development, but in China, the lack of countryside talented person has greatly influenced the process of new socialist countryside, in sharp contrast, more and more college students can’t find work. In rural talent shortage and college students under difficult employment, guide and encourage the students to countryside is an arduous task with our government and university.In this background basis, the author selects college-graduate village official as a starting point, and with competency model, reserach what competence college-graduate village officials must have. First of all, this research review the literature analysis to domestic and foreign current competency and its model research.Then, based on the iceberg model, goes down to the basic unit, use the key event interview method, using theme interview competency analysis on feature extraction, preliminary establishment college-graduate village official competence character model, based on the model and classification, preparation of questionnaire based on questionnaire, pilot test, causal analysis on a questionnaire by topic, forming a formal screening of competence measurement questionnaire, using a variety of data analysis method to detect the competence, determine the competence of the college-graduate village official forecast model, and the correlation of this model and performance; Meanwhile, found out the inspection, matching the ability of college students’ village officials are lacking, and based on this, discusses the university student’s grassroots employment ability and professional career management. Full-text concrete can be divided into seven parts, concrete structure and main contents are as follows:The first part is introduction. This part introduces the significance of problems, subject to illustrate purposes to the main ideas and research direction. The second part is to review of the existing research relevant theories and their review and define college-graduate village official.The third part is the method and ideas of building the framework of college-graduate village official competency model.The fourth part is to buide the college-graduate village official competency model, through the formal establishment key event interview and questionnaire, obtaine college-graduate village official competency model, namely the five dimensions25competence.The fifth part is the college-graduate village official competency model match the inspection, find the college-graduate village officials’lack of competence.The sixth part is to give the suggestions to improve college students’ employment ability, based on the current government and university students cope with the rural talent and absence of difficult employment contradictions provide some suggestions.Last part is the end of the chapter, is made with the study summarized predicted. To this study innovation points and deficiencies also did briefly described the topic, and clearly the direction of further research and make up.The contribution of this study is found in the mature study of competency model a blank fields, and bold attempts to make."University student village officer" arguably Chinese socialist development and reform, construction of a characteristic under the plan implementation is relatively young, so can only choose domestic only has relevant literature as a reference. But because it now this topic research needle is seldom someone involved, is in the initial stage, so there are some originality and research value. This study of the deficiencies in my knowledge, ability is limited, make sample number level, questionnaire design, analysis of the results, flaws and errors need to continue research.
