Tianjin Tobacco Control System Construction And Implementation Countermeasure Research

Tobacco hazard is one of the world’s most serious public health problems. A large number of scientific research data shows that, both active and passive smoking will lead to serious chronic diseases, which cause physical and mental health deterioration of the nation, and therefore increase the burden of the resources of medical and social insurance. From another point of view, smoking in public places seriously violated the health rights of people who do not smoke, which reflects a kind of inequity. As well as do harm to public health, tobacco also have devastating consequences to social, environmental and economic development. As a result, the government should use economic, legal, administrative approaches to conduct tobacco control, especially prohibit smoking in public places.The world health organization issued "world health organization framework convention on tobacco control" in2003, laid the theoretical framework to the world of tobacco control work. Specific tobacco control policies of Tianjin is developed and implemented based on framework convention on tobacco control as well as our country on the introduction of the on tobacco control policies.Ban smoking in public places is the core content of tobacco control. Tianjin as one of pilot cities of the national promotion to ban smoking in public places-" city smoke-free environment promotion project "policy, the implementation effect of ban smoking in public places in Tianjin is not only related to the success or failure of the tobacco control work in Tianjin, but also have extensive and far-reaching impact for the promotion of national tobacco control policy.At present, the tobacco control work of Tianjin is developing, but has not form effective control system. This paper reviews the harm of tobacco use and the necessity of the tobacco control, analyzes the current situation of tobacco control domestic and overseas studied tobacco control policy and management experience of other countries, and conduct research and analysis of Tianjin current tobacco control work from the point of view of MPOWER tobacco policy package. This paper try to construct the Tianjin tobacco control system that government as the leading, many departments participating and coordinating,, and put forward tobacco control policy suggestions from aspects of law, administration, monitoring, education and so on.
