Social and economic development caused a range of issues and challenges to our socialmanagement and grassroots party organizations. The challenges that social management isfacing includes: new social management system has not been established,“Offside” and“omission” exist in social management. Social management mechanism is weaken, groupconflicts are frequently happen. Social vicissitude brings multiple challenges which increasethe difficulty of social management. The challenges that grassroots party organizations arefacing includes: grass-roots party organizations involved in social development is not deepenough. The civic identity to grass-roots party organizations is reduced. Ranks of partymembers are graying. Party members are not effectively play the role of vanguard andexemplary. The way to solve the problems in social management and grass-roots partyorganizations building can start from the relationship between the two.From the relationship between social management and grassroots party organizations wecould find out that, social management innovation requires grass-roots party organizationsassume the social management responsibilities. And need grassroots party organization topromote the launching of the social management innovation. Grass-roots party organizationsare organizational foundation, grass-roots leadership core, and important link to socialmanagement innovation. Meanwhile grass-roots party organizations also need to innovate thepublic administration.
