American political scientist Huntington pointed out:"In the beginning of thetraditional society and modern society, is the basis of stability in rural areas." WhileChina is a traditional agricultural country, with the rapid development of urbanization,structure and pattern of interests of the rural economy has undergone profoundadjustment, rural emergence of many new problems and new situations, making itdifficult to manage the rural community growing wider, these issues are a seriousimpact on social stability and healthy development of the rural areas, so do rural workunder the new situation is particularly important. As the leading core of ruralgrassroots organizations in rural social management, to solve the problem of ruralsocial management, the most effective way is to promote rural grassroots partybuilding social innovation. Based on this, starting with trying to manage thecomplexity of rural society, focusing on the town of Xuchang Jianggaunchi grassrootsorganizations actively explore the social management innovation, and furtherillustrates the grassroots organizations to promote social management innovationsome reasonable countermeasures.The necessity of rural social management innovation that rural social managementsubject, content, manner, change objectives, all this urgent requirement of rural socialmanagement innovation. This requires grassroots organizations play a good core ofleadership, service people, coordinate conflicts of interest, to absorb the role of elites,grassroots organizations in rural areas by improving service capabilities, leading thefast development of rural areas.In the town of grassroots organizations to explore generals pool exploration andpractice in social management, and focuses on the town party organizations activelypractice: to play an exemplary role in actively serving the people, a strong partyorganization to coordinate activity, such as conflicts of interest, and have achievedgood results. But in practice, also exposed many problems are grassrootsorganizations need to crack the problem. Rural grassroots party organizations in promoting social management innovationcan be the following four aspects: First, innovation and leadership play a central rolein leadership: the second is to strengthen party building, improve social managementcapabilities: three are clear priorities, strengthen the service function. Includingvigorously protect and improve people’s livelihood, strengthen rural culturalconstruction, coordination of different conflicts of interest, to strengthen themanagement of special populations services. Fourth, to enhance the ability tointegrate, coordinate conflicts of interest.
