According to Rosenthal, Public Crisis is an event that seriously threatens the basic value and standard of conduct of a social system and key decisions must be made to solve it under circumstance of high time pressure and uncertainty. The Public Crisis threatens widely and lastingly, and lots of people involved when it happens. Any units or individuals are unlikely to effectively prevent and manage public crisis. Therefore, the Public Crisis management is one of the basic functions of modern government. Factors of domestic and international political, economic, cultural, etc. intertwine in the social transferring period of China, which leads to public crisis events happen frequently. Whether all kinds of public crisis event can be responded scientifically and solved effectively is a severe test of governing capacity for the CPC and the government.In the modern Public Crisis management theory, government should be responsible for the following three stages:crisis early warning stage, crisis solving stage and rehabilitating stage. Of all these stages, the crisis early warning has special effect on dealing with public crisis events for government. By analyzing sources of the crisis, the government organizes and arranges scientifically. It finds the sources of danger timely and develops practical measures before the outbreak of the crisis, which can not only greatly reduce the cost of government crisis management, but also can protect social resources and people’s lives and property safety, and reduce the social loss to the maximum extent. This effect of subduing the enemy without fighting is the highest level of the government crisis management. The author of the thesis selects crisis warning as the object of study. The definition of crisis warning, constitute elements, functions and main responsibility are discussed firstly in the thesis. Then the related theory is applied to the "July Fifth" event in Xinjiang province. As a result, the author presents important reasons that cause the event, that is, the public crisis early warning information system is imperfect; the public administration is lack of a sense of crisis and has lower emergency response capacity. It proves that these objective problems must be paid more attention in the process of the government reform. The author of this thesis argues that there exist several prerequisites for modern crisis early warning, namely, regulating the crisis early warning procedure from institution, paying more attention on crisis early warning and establishing scientific information supervision system, developing public crisis risk assessment capabilities, training the emergency response capacity of the public. Therefore, the central and local governments should establish a sense of public service and enhance responsibility of serving the people, and make scientific early warning plan and implement it strictly. Meanwhile, training of emergency response capacity should be carried out pertinently to the local people by the governments. By so doing, the capacity of psychological endurance and disposal for crisis of the people will be enhanced correspondingly. The author believes that the ruling ability of our government will be radically improved and enhanced with the development of a series of regulations and the implementation of a series of policies.
