Research On Government Functions In Crisis Early Warning System

At present, crisis brings enormous damage and loss to the society. Hence it is of great importance to establish an effective crisis early warning system. The government plays a crucial role as both a leader and an organizer during the process of the establishment and enforcement of such system. This paper will deal with functions of government in a crisis early warning system from three perspectives: legislation, organization and coordination, administration and supervision respectively. It is proposed that the law of crisis early warning should be established in China. The different aspects between this law and the law of emergency status are discussed. The content of the law of crisis early warning are shown in detail. According to the constitution and the laws relevant, special agencies, which are responsible for the crisis early warning, should be established at different levels in cities. The special agencies function as administration and coordination in the crisis early warning system. A supervision department should be set up within the crisis early warning system in order to ensure legally to operate the system effectively. Properly mechanism of incentive and penalty involving in operating the crisis early warning system should be established. Supervision of public opinion would be necessary to increase the government's accountability to crisis management. Only we do cultivate the sense of crisis, offer more training courses and hold some previews to strengthen the sense of crisis of government and the public, can crises be prevented effectively and broken them down at the very beginning.
