With the accelerating pace of globalization and the rapid development of society, in the contemporary society there are many uncertainties and potential risks. And the outbreak of the frequency of public crisis worldwide has clearly been an upward trend. Public crisis, a crisis management system of early warning as the first step in improving our ability to respond to crises have an important role. A more comprehensive, responsive and well-functioning public crisis early-warning mechanism can prevent the occurrence of public crisis and reduce losses. The growing crisis in the crisis scenarios, and existing early warning mechanisms stretched. In many areas, though we have already set up an early warning mechanisms, but most of them are government bodies and departments in which played the leading role and participation in an absolutely leading position, while the drawbacks are also increasingly apparent.
