A Study Of Rehabilitation Security System For The Disabled In Jiangmen Prefecture-level City

With the social economy developing and people’s needs met, disability prevention,rehabilitation service and system are demanding highly. The goal “giving all the disabled arehabilitative service” has directed the cause of the rehabilitation for the disabled in the“Twelfth Five-Year Plan”. The disabled rehabilitation work in Jiangmen has been leading inthe21prefecture-level cities in Guangdong Province in “Tenth Five-Year Plan” and the“Eleventh Five-Year Plan”. During the period of tim“e11th Five-year Plan”, Pengjiang andJianghai districts were successively set up the national and provincial disability rehabilitationmodel communities. Four county-level cities and three municipal districts in JiangmenPrefecture-level City passed the examination of the national “cataract barrier-free area”while the urban area has passed the examination of the disabled having“giving all thedisabled a rehabilitative service”. The rehabilitation security system, service facilityconstruction and rehabilitation has caught up with the pace of the requirements for thedisabled. However, the construction of the rehabilitation security system meets problemsbecause of the disabled and their relatives’ insufficient recognition for rehabilitation, thesocial incomplete rehabilitation aiding system, a large gap between aiding standard andpractical cost, imbalanced distribution of rehabilitation service institutes, unevenrehabilitative skills and lacking rehabilitative talentsThis paper, aiming to do a research on the rehabilitation security system for the disabledin Jiangmen prefecture-level City, analyses seven problems in the rehabilitation securitysystem for the disabled such as insufficient rehabilitation fee, medical insurance limits, weakpolicy execution, imbalanced distribution of rehabilitation services, pluralizedrehabilitative needs, seriously inadequate rehabilitative institutes and lacking rehabilitativetalents. These problems result from law and policy system, government administration system,the recognition of disability rehabilitation and market development. Based on the advancedexperience of the construction of rehabilitation security system in the advanced countries andadvanced cities in China, it comes up with the interactive mode of building disabilityrehabilitation system and service in the view of law and policy system, concepts, market andsocial organization development from the perspective of new public administration theory after exploring its advantage and disadvantage in Jiangmen. Finally, it draws a conclusionthat “we should build a guarantee and service system by building a public finance system topurchase rehabilitative service, applying various ways of rehabilitation, encouraging andhelping social forces to take part in it in practical means and truly realizing the goal of givingall the disabled a rehabilitative service. All these should be achieved under the direction ofthe government, people oriented and social participation.”...
