The Research For The CCP’s Voting System

Since the Party’s16th conference, party committee voting system has been discussed by the theory circle. Most people focus on the research of the voting system. Voting system is an important way to make the inner-democracy come true, it can promote the development of inner-party democracy, enhance the party’s creativity and protect the major position of the Party. The ultimate goal of the voting system is to develop people’s democracy.In order to research the party voting system, we have to make clear what the concept of the voting system is. And then we have the access to solve the specific formula of the party voting system. The principle and the transparency of the party system is the foundation to ensure the inner-party democracy. And the party voting system is the promotion for the party committees when they are making decisions on model innovation, institutional reforms, the practice of the democracy within party and the institutional innovations. The party voting system ensures the party’s decision to be scientific and promote the development of the democracy progress.In our current system, the fact that the decisions of the top leader’s have a lot of influence still exists. Comparing with former system, the degree of the democratization is expanding, though it is not very large. The party voting system is just staying in the final phase of high-level discussion ballot so that the expansion is limited. Some problems exist in voting system, such as the sufficient preparatory work before the vote, the inadequate discussion, a blind ballot and the weak part of the supervision of the appointment and the deployment of the cadres. The fundamental reason is the flexible space of the voting system, which makes the human operative space exist. It will emphasis on the imagination of the space of the existence of the voting system to gradually improve the construction of the voting system and make the voting system more refined and decrease the flexible space.The essence to integrity the system is the process to fight on different rules. In a word, it is a difficult task to form a sound system by eliminating the "Institutional flexibility", especially in the inner-party democracy system building. But we have the confidence to believe that with the constant improvement of the voting system, the degree of inner-party democracy will continue to deepen the degree of China’s People’s Democracy. We will achieve the great goal of China’s socialist construction and a harmonious society.
