County-level Supervision By The NPC Functions To Fulfill The Status Quo

The supervisory authority is the Constitution and the law of the important powers of the NPC and its Standing Committee. The NPC and its Standing Committee supervise both houses of government, according to law, to justice, is the highest level of supervision, which the people exercise their own masters a concrete manifestation of the power. It not only reflects China’s state system of government, but also have important practical significance of socialist democracy and legal construction and the building of a harmonious society. County-level People’s Congress Standing Committee is a permanent organ of the grass-roots people’s congresses and the supervisory authority of the heavy workload, content, broad in scope and the people are generally concerned about a mandate. Over the years, through continuous exploration and practice, the supervision of the county-level people’s congresses and their standing committees have achieved some success, but there are many problems in many areas need to be further strengthened and improved.This paper selects Henan province located in the central region of the R County as a case study on the practice of the supervisory functions of county-level people’s congresses, presentations and analysis, in a bid to the reality of real and vivid picture of a county-level people’s congresses and supervisory functions to fulfill. The full text is divided into four parts:Part Ⅰ:Described the main topics of the origin, meaning, to be taken technical methods and routes, and domestic and international research status to sort out;Part Ⅱ:Describe the overview of the cases of the county People’s Congress Standing Committee, introduces the course of development of the supervisory functions of R County Standing Committee to establish the process, and the Standing Committee Director and Deputy Director, members and staff structure was analyzed.Part Ⅲ:This is the main part of this thesis, including the contents of the second, three, four, five, a total of four chapters.
