The Functions Of The County People’s Political Consultative Conference At The County Level Research

The Chinese people’s Political Consultative Conference (CPPCC) is an important part of our political system, which assumes the important functions of conduct political consultations, exercise democratic supervision, and take part in the discussion and the handling of state affairs. Showing a special phenomenon in practice, that is, the higher the level of political consultation system, the greater the role played by; Contrary, the lower the level of political consultation system, the role of the smaller. In the county area, the CPPCC is one of the four groups with the same level of party committees, the National People’s Congress, and the Government, but it has been in the troubled and battle of the "position" to "ability" and the "ability" to "position", so as to the functions of political consultation could not be fully realized. In this context, this paper took the SZ District for example and analyzed the district level’s CPPCC functioning aspects, did the in-depth analysis of the problems, and fully corresponded the countermeasures and suggestions.Based on the comprehensive analysis of the historical development of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and County Committee of the CPPCC, this paper deeply analyzed the status quo, problems and solutions of the functions play of the SZ District CPPCC. As the central city of the provincial capital, the SZ District has been in the forefront of the country and the province in the reform and development of the political field, has accumulated valuable experience and practice, and created a lot of results. However, compared with the current development situation and the demands of the masses, there are still many problems in the functions play of the CPPCC, including that the effect of the political consultation is poor, the result of the democratic supervision is not good enough, and the political participation enthusiasm is not high. The reasons are mainly related that the personnel is not ideology, the laws and regulations is absent, the troop strength is deficient, the institutional mechanisms have defects, and the capital investment is insufficient, etc. To solve above problems, the next step, the SZ District of the CPPCC should focus on the party and government priorities to conduct the political consultation, that is, to promote the negotiation diversification, to improve the organization of political consultation, to enhance the main ability of the CPPCC consultation, to define the content range of consultation, to standardize the operational methods of consultation, and to enhance the effectiveness of political consultation. Also, the SZ District of the CPPCC should focus on the multiple problems area to exercise the democratic supervision, that is, to strengthen the Initiative of democratic supervision, to enhance the authority of democratic supervision, to standardize the process of democratic supervision, to innovative the form of democratic supervision. The SZ District of the CPPCC should focus on the democracy and the concerns hotspots to actively participate in politics, that is, to select the proposal topic with high standards, to write the CPPCC proposals with high level, and to handle the CPPCC proposals with high efficient. The same time, to ensure the functions play of the SZ District of the CPPCC, some relevant departments should provide strong protection on the team, legal, systems and funding, etc.The innovation of this paper is:this paper analyzed the main issues and suggestions that exist in the CPPCC functions combining the SZ District, especially in the countermeasures, combined with the practical work and creatively thinking.
