The law is the collection of the Dialogue Network, which is existed between legislators, the judiciary and the audience. It reflects the embodiment of the symbol in the text of the law. Legal texts have a meaning of its own independent existence. Legislators need not only to search this independent significance in the process of legislation but also need to considered with the public opinion. When Judges deal with the hard case, who also need to search the meaning of the law and talk with their audience. When they find the public opinion which is closed to Public Will, The judges should assimilate it into the judgement. People themselves who are in the face of hard cases will also take the initiative to express their point of view. Finally, these three roles need to interact. In this paper, the main idea is useing judicial aspects as the centers to explore the mutual penetration between public opinion and the legal meaning.
