Currently, China is faced with growing environmental problems, with increasingly serious water pollution and water degradation to the extent of “all rivers dried and all water polluted”. Although the water resources are severely scarce, the pace of water pollution control falls behind that of water pollution. The Eighteenth National Congress of the Communist Party of China proposed to strengthen the construction of ecological civilization and put the control and treatment water resources at the top of the agenda, urging for a beautiful home with sky blue, green land, and clean water for future generations. To this end, the State Council requires implementation of the most stringent water management system. Starting with the execution force of the government in water pollution control, the paper analyzes the execution of water pollution control policies and application practice from the perspective of public governance, summarizes the gains and losses of those policies, and seeks effective and powerful approaches to preventing water pollution.This paper argues that the execution force of local governments in water pollution control is influenced by three types of key factors: subject factors, resource factors, and environmental factors. When it comes to subject factors, interest and the quality of executors are two elements that affect the execution subjects. At present, the subject factors that cause poor execution of local governments in water pollution control mainly include loss of ecological values among government officials and inadequate capacity of execution subjects. As a result, concepts like regional development and intergovernmental cooperation have not been thoroughly practiced. Resource factors include material resources and system resources. Wrong governance performance evaluation system and implementation system of scientific norms and the lack of accountability have led to the poor execution of water pollution control policies. In terms of environmental factors, intergovernmental relations and official-civilian relations are primary variables that affect the force of local governments to execute water pollution control policies. This paper attempts to analyze the problems in the water pollution control of local governments in China from the three factors mentioned above and propose measures on the basis of such analysis. The purpose of this paper is to make an objective assessment of the poor execution of Chinese governments in water pollution control and to provide appropriate measures for improvements. The paper consists of six parts. Chapter 1 explains the basis for selecting the topic and the logical supposition for the writing; Chapter 2 is the design of the analysis framework in this paper, in which subject factors, resource factors and environmental factors that affect water pollution control significantly are analyzed to examine the poor execution of water pollution control policies; Chapter 3 introduces the status quo and existing problems in the execution of water pollution control policies in China; Chapter 4 contains a deep analysis on the factors that affect the poor execution of water pollution control policies and the reasons; Chapter 5 proposes measures and suggestions for improving the execution force of local governments in water pollution control; Chapter 6 demonstrates the feasibility of the proposed measures and suggestions.
