The Research On The Model Of Sustaining And Developing China’s Overseas Interests

Since the Great Voyage Age started in1500, the world has being dominated by twotrends: one is the world is getting smaller and smaller, another is the national interestsare including more and more. Under this underground, overseas interests emerged andgrew up. It generates from the countries’ external communication and it is advanced bythe state strength. The national interests are the main part of it, however, it also includesthe interests of private enterprises, social organizations and abroad citizens. It isimportant to maintain a country’s existence and development, enhance the nationaloverall power, and promote its international status. Every great power cares about itsoverseas interests, and in this field, developed countries have accumulated matureexperience, some even have formed a fixed model, just as British Empire’s “colonialexpansion model”, Japan’s “concentric circles model”, and America’s “geese model”.With our country establishment, China’s overseas interests emerged. It includestwo stages, from1949to1978, which was a stage to make its basis. In this period, as tobe restricted by China’s own conditions and the international atmosphere, the overseasinterests China had and the means China could use are both deficient. China’s goal wereto get recognized by international society and pursue the ideological interests, and theways we used included “uniting methods” and “struggling methods”, generally speaking,we called it as “line-type model”. After1978, the development of China’s overseasinterests came into a new stage, in which its connotation has changed significantly, andits model of sustaining and developing has changed a lot. In the content, we haveextensive overseas political, economic, cultural and security interests all over the world.We adopted a “network model” as its expanding ways, and a “stimulus-response model”as its maintaining ways.However, with China’s overseas interests confronting more risks, and increasingmore in size and number, the disadvantages of resent sustaining and developing modelappear more apparently. The two modes didn’t interact well, and the ways they used aretoo single. So thinking about the reality and the future, we must explore a new model to sustain and develop our overseas interests. At this point, the traditional Chinese wisdom,the experience of the developed countries, and the lessons our country has learned allcan give us reference. Considering the validity of the power, institution and culture inmaintaining and expanding the national interests, we can conduct a three-dimensionaldesign and get a new model. Its basis is the sate, its object is the interests, and power,institution, and culture are its supports. Generally speaking, the ways we use to maintainand develop our interests are improving our capacity, drawing support from the existinginstitutions and rules, and expanding the concept of common identity.
