Unlike Max Weber’s bureaucracy theory which requires public administrators’ rigorous obeys and keeping value judgment neutral,public organization has full autonomy in modern public administration;Unlike Rousseau’s social contract theory which demands public administrator serving the common interest heart and soul,our public organization will misuse the rights that citizen grant to them and violate the common interest,one important manifest is multitudinous corruption.Undeniably,lacking of law and system’s supervising is the important reason for our officeholders’corruption behaviors,but the radical and inherent reason is lacking of ethical autonomy.Studying public organizations’ ethical autonomy has profound theoretical and practical meaning.The first part,discussed some elementary theoretics.Including the reason why choosing this thesis and the meaning for studying.In addition,this part discusses domestic and overseas research status,analyzes this paper’s logistic frame and investigative methods.The second part,elaborated the relevant connotation of public organization’s ethical autonomy.First of all, the article puts forward the meaning of public organization’s ethical autonomy by comparison.In the next place,discussed relevant academic foundation,including social bond theory,new public administrative theory,double-apex symmetrical theory,representative transition theory.In the end,analyzed mental actor,culture factor,legal system factor and interest factor which can influence the development of public organization’s ethical autonomy.The third part,compared the development of public organization’s ethical autonomy about our country and overseas. On the one hand,the paper conclude that there is a lack of our country’s ethical autonomy by comparing metal,culture,legal system and interest.On the other hand,summarized the manifest and harm about the absence of the public organization’s ethical autonomy.The fourth part,analyzed the pullulation path of our country’s ethical autonomy.In this part,we summarized the reason why our public is lacing of ethical autonomy firstly.And then,we give some measures to help the growing-up of our public organization’s ethical autonomy.Particularly,the method comprise external surveillance,intramural restriction and essential step.About external surveillance,setting up laws and system and technical organization about our public organization ethic is necessary by imbibing the experience of oversea’s. Speaking of intramural restriction,improving the officials’morality and responsibility consciousness is obligatory for our country.Finally,the paper deems that perfecting the carrier of public organization’s ethic is the best way to solve the question,so we can make some choice from two facets,that is decision-making and policy-enforcing which is the entirely function of public administration.The fifth part,analyzed the insufficience of this paper and advanced some advices to future research.
