With peace and development becoming the theme of the era, development has become China’s largest theme nowadays. However, the Asia-pacific environment is not optimistic to our country, especially after the cold war, with the development of China’s economy and the enhancing international influence. The United States fears China’s challenge to its dominance in the world, so it constructs the encirclement of China in the Asia Pacific region. Besides, for reasons of "security dilemma", the neighboring countries also implement the power balance strategy and seek the asylum of the United States. They expand their national interests which even infringe upon the lawful rights and interests of our country, the South China Sea issue is just the embodiment of this contradiction. The important strategic positon, richness in oil and gas resources and biological resources make South China Sea become the coveted goal of the surrounding countries. They put forward a claim for the region. The fuzziness of the international legal norms also provides the convenience for them. The paper refutes these unreasonable demands one by one, and combing with The historical data,the intermational literature,it put forward the Chinese reasonable and legitimate claims in the South China Sea. Countries outside the South China Sea region also concerned about the geo-strategic interests and economic interests in this region. In view of the above influence factors of the South China Sea issue, the paper put forward the policy on the South China Sea issue of our country at present. Our policy is on the premise of "sovereignty in me", willing to work with neighboring countries on the common development of the South China Sea resources and expand our presence in the South China Sea, take more responsibility of this region.Based on the important strategic location of the South China Sea, it is a fulcrum for China to implement the strategic breakthrough. It is the throat of the Pacific and the Indian oceans, it is easy to block the ships through the South China Sea in this region. If China owns the leadership of this region, then it can form the cooperation basis to the Pacific and Indian ocean wings strong strategic security, and form the new security architecture in the Asia-Pacific region with the USA, Australia and India. So this paper analyzes the status quo, the reason, the influence of outside power, the measures of the South China Sea, and trys to put forward the Ocean Strategy of our country, which is to realize the peaceful rise, and maintain the peace and development of the world. The paper expounds the approach of the Ocean Strategy.This paper is divided into five parts, the first part is the preface which summarize the meaning and the purpose of the paper and the research state of the China’s Ocean Strategy. The first chapter expounds the causes of the south China Sea issue and current situation of this problem. Then it expounds the periphery nations’illegal occupation of the South China Sea and evaluate their assertion and demonstrates the legitimacy and legality of our claims of the South China Sea.The second chapter mainly analyzes the effects of the major powers to the South China Sea issue. The USA as the only superpower in the world today, its policy in this region is to keep the balance of power, ensure the absolute power of the USA in this region. Japan, under the support of the Untied States, its economy gets fast development after the Cold war,then it actively seeks political superpower status intending to become Asia’s leading country and the political power. After the cold war, India adjusted the national defense and foreign policy, and put forward the "look east policy" in the1990s, intending to expand in the Asia-Pacific strategic space, and seek global superpower status. After the collapse of the Soviet Union, Russia’s strategic priority is to strengthen the domestic economic recovery. Its main consideration in the Asia-Pacific region is about the economy. Considering about the arms trade and its covert about the resources of South China Sea, Russia is also actively involved in the South Chin Sea issue, and hopes to expand its influence in the Asia-pacific region.The third chapter mainly expounds the Ocean strategy of China. Firstly it introduces the important position of the South China Sea in China’s Ocean Strategy, and the formation possibility of the Ocean Strategy start from South China Sea issue, such as the necessity of development of the Ocean Strategy and how we deal with several great-power relationships in this Strategy, the deficiency and challenges and the opportunities and advantages during the draft about the Strategy. Also it indicates the characters, contents of the Ocean Strategy and ways to implement. The last part is the epilogue, which reviews the whole paper and points out that the implement of the China Ocean strategy is under the purpose of the development of our country and the stability of this region, and there is no conflict between existing powers. Conversely, the reason we develop the China Sea power is to seek the meet of our ability and the influence in the Ocean Space. The implement of the China’s Ocean strategy is conducive to regional peace and stability.
