The Public Satisfaction Survey Study On Government Information Disclosure Of Jinzhou New Area

Along with democracy rule of law construction and the development of information society, in order to satisfy the the citizens, enterprises and other social organizations’ demand to the government information and realize the government behavior to run in the sun, China enacted "the government information disclosure ordinance of the Peoples Republic of China "on May1,2008. It symbolized that government information disclosure in our country has entered the legal system. All over the countries proceed many beneficial exploration of government information disclosure.Jinzhou New Area promulgated "the government information disclosure work regulation of Jinzhou New Area"in May,2012.But the scope, content and timeliness of the basic level government information disclosure cannot satisfy the public demand.There are still some bottleneck problems and weak links. Therefore, by the mean of an in-depth investigation and analysis about government information public system implementation of Jinzhou New Area and evaluation of the public satisfaction, it is advantageous to reorganize the problems exposed by the practice.Then we can put forward with some corresponding improvement suggestions of Jinzhou new district government information disclosure.First of all, this paper uses interview survey method to design the public satisfaction interview outline of government information disclosure on Jinzhou New Area. Then the paper uses questionnaire survey method, uses GIDPSI_IRS model of Zhu Hongcan doctoral "dissertation on the public satisfaction measurement of government information disclosure based on the improved rough set "and refers to its questionnaire. The paper made survey aiming at the public satisfaction of government information disclosure on Jinzhou New Area, issued one thousand two hundreds copies of questionnaires and recycled effective questionnaire one thousand one hundred and thirty copies.Secondly, through the survey analysis results, the paper summarized the status of government information disclosure of Jinzhou New Area, used the fuzzy comprehensive evaluation method and software of SPSS18.0to deal with the questionnaire data effectively. The public satisfaction score of government information discovery on Jinzhou New Area is7.322. Then we can find some problems on the government information discovery of Jinzhou New Area. For example the system is not perfect, the public participation is not high, the scope of discovery is disputed, the channel is single, website effectiveness is not strong, the monitor channel is not unobstructed, etc.Finally, the paper puts forward countermeasure to consummate government information public system of Jinzhou New Area including creating the fine discovery environment, improving the operation system, opening the channels, establishing a comprehensive range supervision mechanism,etc.
