Community workers play core roles in the development of a community. With residents’ increasing requirements as to community services, community security, living environment, cultural life, health care etc., administrators are taking more and more responsibilities and their working quality is affecting the stability and prosperity of the entire society. The construction of the admin team, as a whole, is lagging behind due to incomplete rules and systems, poor management and insufficient qualification and specialization.In this article, major problems in regard to the construction of Jinzhou new area community worker team are listed and analyzed, corresponding solutions are discussed.
