Urban Community On The Issue Of Autonomy In China

Urban community is a product by the government reform and the community committeeadjustment. As the urban grass-roots organization, which is plays an important role in thepromoting the development of grassroots democracy. Along with our country establishment ofthe market economic system and reform of the management system further develop,Community will becomes the strategic focus of grassroots construction in our country. Carryout the city building of democracy at the grass-roots is the essential requirements in myeconomic development and social progress. At the same time, it will improve to the ability ofdemocratic literacy and democracy demand to the vast number of city residents. But the timeof our country carry out democratic construction in urban community democracy than otherdeveloped countries is short, theoretical research in this field are not enough deep, there arestill have many problems in actual operation, so developing community democraticconstruction become the most important task to the government and a hot problem to scholars.The author investigates and analysis the actual problems of community democraticconstruction found that there are mainly the following problems: Community organization hasthe serious administrative tendency, Residents participate in shortage, Party organizationdevelopment lag. The development of intermediary organizations is not perfect. Urbancommunity democracy construction is a huge project, democracy construction will graduallyexpand the breadth and depth, the construction of urban community democracy will obtain theeffective development and progress.This article analyses the problem of our democratic construction from the perspective ofexpanding democracy at the grassroots. This paper analyses from four chapters: the firstchapter is introduction which is from research background and significance, status, methodsand innovation points to analysis. The second chapter analyses the necessity and significanceof urban community democratic construction，which is from the practical significance to graspthe necessity of urban community democratic construction and clear urban communitydemocratic construction of grass-roots democracy development plays an important role. Thethird chapter analyse symptoms and problems on China’s urban community democraticconstruction to find out the restriction factor of development of our country city communitydemocratic construction. According to the existing problems, the chapter four finds the way tosolve the problems, mainly from the government, community residents, community partyorganizations and intermediary organizations in four main body to promote the developmentof community democracy.
