The Realization Of Modernization In The Process Of Government Public Administrative Value

Public administrative value as the soul of the public administrative, it is the primaryproblem of public management study. It permeates in every aspect of public administrative,moves about standardizing public administrative behavior and practice of the administrativesubject, pursuing the maximization of the public administrative benefit. The introduction part hasmainly introduced the meanings, current situation of domestic and international research,research goals, research methods and the innovation and deficiency of the thesis. Under westernmodernization drive, as the rise of the theory with political science and administration, publicadministrative value has gone through the traditional public administrative period makingefficiency a priority, paid more attention to the society in the new public administrative period offair and justice and three stages of new public administrative period which with the “ThreeE”(Economy, Efficiency and Effectiveness) as its core. The three stages: promoted theadministration changed from “private administration” gradually to “public administration” stepby step, and administrative value changed from “private administrative value”to “publicadministrative value” and the government has realized the change from “administration typegovernment” to “public service type government”. The purpose for the study of publicadministrative value is to make the government know the working goals, how to carry on thework successfully, how to finish those working goals with high quality in an all-round way andmake the work realized scientific development finally. The report of18thNational Congress ofCPC point out, the developments of our country is still in the period with important strategicopportunities. So understanding and using government’s public administrative value correctly inour country’s reform and opening-up and process of socialist modernization drive, haveimportant and far-reaching influence for holding the pulse of the times of our country’s publicadministrative reform, pushing economics and society to develop in a healthy way, constructingthe socialist harmonious society continuously.This paper is divided into three major parts. The first part introduced the importance inwhich government’s public administrative value realizes in modernization drive. Modernizationdrive is not only the advancing by leaps and bounds of productivity, but also the overall progressof the society which brought with it and the deep change of the concept. The publicadministration is the practice action which the administrative personnel of the whole societyparticipates in and shares with the public together. It is leaded by the government, and it is thecourse of assigning to the social public products. Public administrative value is formed by publicand administrative main body, object and public administrative value relationship. Our country is the socialist state of people’s democratic dictatorship, public administrative value must reflectnational properties, it must be based on socialist key value system, based on fair, fairness,efficiency, serve the people, devote a kind of values of the society, is the public philosophycategory. The realization of public administrative value stems from the contradiction betweenpublic administrative value main body and object.Contradiction that the realization of publicpower can’t meet demands of public existence and development, influence of the publicadministration’s external environmental factor that will be received again at the same time. Itsroute of realization includes two respects of internal control and external control. The secondpart introduced the current situation that government’s public administrative value realizes atpresent. Point out the achievements which the aspect of our country’s public administrative valueconstruction has been obtained. Meanwhile, with the rapid development of socialist marketeconomy, the administrative management system reform of our country lags behind, variousprofound contradictions and questions are added obviously, the need of setting up socialistmarket economy system and accelerating changing the economic development way is veryoutstanding. It is strong to mainly display in government’s standard consciousness, themarginalization, paying attention to the form to despise essence, socio-economic development ofleading value is out-of-balance, the service weakens and supervises questions such as theomission, etc, have further analyzed the influence of the traditional habit present, reason scarcein restriction, mechanism’s obstacle of the system and theoretical research of the interests pattern.The third part has put forward several measures which regarded by realizing government’s publicadministrative value. First, through reconstructing public philosophy and public theory, toeducate administrative scholar and administrative personnel to realize its public ethicsresponsibility, to guide its action with meaningful pursuit, to expect to turn from bureaucrat’smechanism into the democratic mechanism. Second, through deepening reform, to build functionscience, to structure optimization, to clean and high-efficient, to service type government that thepeople are satisfactory, to serve social progress better. Third, through advocating the innovationof public culture actively, to make great efforts to advance the innovation of administrativeculture, to criticize, inherit and improve the traditional public administrative culture, to controltransformation period public administrative value lose corruption that initiate Fan questioninstantly effectively. Fourth, through admitting and citizen participates in through emphasizingcitizens, to strengthen the citizen’s ability of participating in and discuss government andpolitical affairs, thus to obtained support of wide range and greater intensity. Fifth, throughsetting up new social management mode, to offer the strong guarantee for realization of publicadministrative value, thus to establish the good government image. In summary, the study of the theory only serves the practice can truly reflect the value oftheory. In this paper, through summarizing the basic theory category of the value of publicadministration, and discussing the realization of government’s public administrative value inmodernization drive, expect to cause people to public administrative value more thinking andconcerns, serve harmonious social construction and practice which the government managebetter, and then do some help to that the system of improving public management built.
