A Study On The Dilemma Of The Imbalance Of Power And Responsibility Of The Township Government From The Perspective Of Intergovernmental Game

As the cornerstone of my country’s administrative system,township governments carry heavy public management and service functions,as well as important responsibilities for policy publicity and implementation and information transmission.For a long time,under a hierarchical and restrained administrative system,the township government has been engulfed by various tasks assigned by the relevant higher-level departments,and therefore has always faced many governance dilemmas.Therefore,deeply analyzing the formation mechanism of the township government’s governance dilemma and exploring its optimization path is an important subject that every public management theory and practice worker must face and think about.An inspection of the township government in district N of city H found that in actual work,the township government faces many difficulties,which directly or indirectly reflect the imbalance between the power and responsibility of the township government.The predicament of the imbalance of power and responsibility of the township government is directly manifested in the "acquisition of power and shirk responsibility" and "abuse of territorial management",and indirectly manifested in "formalism" and "movement governance".The forms of expression are different,and the internal logic of its formation is different.Using the "principle-agent" theory and the "supervisory game" model to portray inter-government relations,the underlying logic of the dilemma of the imbalance of power and responsibility of the township government can be reproduced.There is a "principle-agent" intergovernmental relationship between the township government and the higher-level government.Under this relationship,the township government has the dilemma of "acquisition of power and shirk responsibility" and "abuse of territorial management".The "principle-agent" intergovernmental relationship will trigger the intergovernmental supervision game.When the township government is in a weak intergovernmental control relationship,the township government and the higher-level government will form a "collusion" and the township government "formalism" will breed.,The township government fell into the dilemma of emptiness of power and responsibility.When the township government is in a strong inter-government control relationship,the township government will initiate "movement governance",and the imbalance of power and responsibility of the township government will deepen.The empirical investigation of the township government and the analysis of the inter-government game tell us that the intention to change the current imbalance of powers and responsibilities of the township government in my country,based on the perspective of the adjustment of the inter-government game,should start with the game subject and the game relationship,and from the township government side.Intergovernmental parties seek solutions.On the one hand,the township government should start from the "responsibility" side and clarify its role positioning and scope of functions;on the other hand,the inter-government government should make efforts from the two aspects of "system construction" and "supervision and assessment" to build good inter-government relations.
