Research On Government Responsibility In Quality Culture Construction

As an important part of our government public administration and public service in the new period, the quality culture construction is a key factor to determine the quality consciousness level and quality development degree in one country and region, thus effect its economic and social development. The policy research on government responsibility and quality culture construction will be of pivotal significance.Firstly, this paper has introduced the background, significance, current situation and methods of the research. Being still in the primary stage of socialism and lower level of productivity development, our social quality consciousness is still in lower level. The issue on quality has increasingly being a social focus, while more intensified quality supervision system and quality supervisor don’t correspondingly reduce the quality safety problems. The author thought such issues have been caused by the severely lagging behind of our quality culture construction over the economic development. Some existing research in this field has been focused on enterprise’s quality culture, less on government policy. Using such research methods as comparative research, data analysis, case analysis, and model analysis, this paper has applied some related theories of public economics and public administration.Secondly, based on some concepts and theories on government responsibility in quality culture construction, taking Shandong provincial government for example, in this paper, the author made a deep analysis of the basic condition, existing problems, and concluded the causes for the current situation of our quality culture construction from four angles of economic level, government role, traditional culture and construction impetus. In this paper, the author suggested that we should strengthen the leadership, guidance and policy support for quality culture construction from the height of performance of government responsibility and improvement of development quality, and speed up the quality culture construction, so as to match up with the economy construction.Thirdly, by the government responsibility in quality culture construction at all times and in all over world, this paper concludes it is necessary, importance and urgent to intensify the quality culture construction. The responsibility of government in quality culture construction has been elaborated in this thesis. Thus, experience and enlightenment have been concluded as follows:The basic premise for developing quality culture is to attach importance to government’s leadership. The requirement for effective quality culture is to inherit critically traditional culture. The major guarantee for orderly promoting quality culture is to intensify the building of rule of law. The key link for quality culture producing good results is to pay more attention to study and innovate. The solid foundation for prosperous quality culture is to lay stress on staff training.Finally, according to the requisite variety, the author applied to design a traditional policy framework for government responsibility and quality culture construction, and came up with eight suggestions, such as strengthening guidance for quality culture construction, inheriting and fusing traditional excellent culture. In this paper, the author also put forward specific suggestions and measures for perfecting supporting policies.The innovation of this paper is to enrich and develop the quality culture’s connotation, propose a new concept of comprehensive quality culture. In this paper the innovation points also give expression to deep exploration and research for efficient performance of government responsibility and accelerating the quality culture construction based on systematization of administration policy. One of the deficiencies in this paper is the insufficiency in elaborating quality culture and analyzing the policy framework and policy implementation.
