Government's responsibility construction is a complex system. Besides the reform of the administrative system, it also includes transformation of government functions, and the construction of democracy. Its realization still needs the support of administrative culture environment. Therefore, what kind of administrative culture guides what kind of administrative reform mode and value orientation. Administrative culture contains spiritual motive which guides administrative system nonstop development. If administrative culture value orientation appeared deviation, and then administrative system's construction will also appear a certain deviation. Construction should undertake the responsibility of the government not only the reform of system and structure, but also the establishment of the correct value orientation which is also essential.
