Accompany with the continuous progress and the requirements of building a harmonious society, It is evident that the technology of the city public administration and links has been changed a lot. The participation of the citizens has been more and more, however, this participation hasn’t been greatly focused on throughout the whole process of the public administration theory. And also this kind of participation still belongs to a lower level at present.
