Nanjing Of Citizen Participation In Public Policy Formulation Of The Present Situation And The Countermeasure Analysis

Citizen participation in public policy formulation is an enduring topic, along with our country the advancement of democratic legal system, citizen participation by policy makers, gradually the attention of experts and scholars. Again recently at the 18 th session of 4 on the whole, put forward "to adhere to the leadership of the party, the people are masters of the country, in accordance with the law governing the organic unification, unswervingly take the socialist rule of law with Chinese characteristics path". This suggests that, in our country, in the form of the citizen participation as the people are masters of the country, and to rely on the socialist law as the safeguard mechanism, has received the recognition from the top leadership, scope and amplitude is bound to expand citizen participation. Based on this, are analyzed in this paper, the meaning of citizen participation in public policy, and with the help of marxist theory of democratic participation, deliberative democracy theory, discusses the theory of citizen participation system, participate in value, such as can improve the scientific and democratic of public policy, strengthen the legitimacy of the policy and the public. Then, according to the city of nanjing citizens to participate in the general idea, and by means of questionnaire, case study method, study the problem faced by nanjing citizen participation, and argues that the negative influence of traditional culture, information asymmetry, and the development of civil society is not mature, the government does not support is the main cause of these problems. After studying the developed areas at home and abroad and the citizen participation system, carries on the system, and connecting with the actual situation of nanjing, trying to broaden participation way, optimization system, building a service-oriented government and expand the network democracy involved in four aspects, such as discusses the countermeasures of promoting nanjing citizen participation, in order to better achieve the purpose.
