With the deepening of the concept of democracy, people are actively involved in the activity of public administration. Governance is no longer the government's unilateral authority, but the results after the communication and coordination. Especially at the grassroots level in public management, citizen participation is not only the basic approach to the realization of civil rights and assumes civil obligations, but also the deep power of optimizing the grass-roots public management. It is also important for the maintenance of social order and promoting social harmony. China is in the social and economic transition, the mechanism system of social and governance is still under construction and improvement. At present, China's grass-roots citizen participation in public management and insufficient attention, and there is a lack of practice in the system, which had a lot of resistance for realizing the purpose of smooth implementation of public administration.Research ideas in this paper are to summarize previous theoretical research and experience on the basis of China's grassroots citizen participation in public management, make theoretical thinking, and find ways to improve the system to choose. First, start from the trends of public administration and the special nature of our grass-roots management organization, explain necessity of citizen participation in public administration at the grassroots level, analysis the main form and content of the primary management of citizen participation in public administration. Second, according to current China's citizen participation, making multi-angle analysis of the reasons for barriers, and on the base of Analysis of the necessity and status of the grass-roots citizen participation in public management, draw on relevant foreign countries involved in the theory and practice, thereby propose solutions at this stage to improve the system of grass-roots citizen participation in public management and provide protection system.This paper is divided into six chapters. Introduction part of the first chapter introduces the background, research objectives and methods of this topic, and describes the basic concepts associated with this article, including:public administration and citizen participation. The second chapter is a brief description of citizen participation, focusing on the discussion about citizen participation in three public management theories——traditional administration theory, new public administration theory and new public management theory, which were under different historical dimensions. It also analysis of the special nature of grass-roots public administration compared to the general public administration, and the content and methods of citizen participation in grass-roots public administration. ChapterⅢanalysis some typical event about citizen participation country in recent years. Nanjing "parasol tree", Shanxi Yihuang "demolition of self-immolation incident" and the new rural cooperative medical care are selected as three typical cases. Through different angles we compare successful case with the ones that are fail, and come to the different effects that different levels of citizen participation have in public management. The fourth chapter is an analysis of current status and necessity of citizen participation in China's grass-roots public administration. The status of citizen participation in grassroots management includes some basis in reality (favorable conditions) and practical barriers (unfavorable conditions). Among them, the favorable conditions include six bases:economy, culture, institution, technology, community and media; its unfavorable conditions include the economic barriers, citizen barriers, grass-roots organizational barriers, institutional barriers and network media barriers and so on. ChapterⅤselects the practice of citizen participation in United States, Japan, Canada, and Singapore as foreign experiences, make research on the experiences and find the reference to China. The sixth chapter is the core part of the article. It discusses the implementation of our citizens to participate in our grass-roots administration, including seven sections:develop the economy, help the citizens to set up the awareness of participation, improve the legal system, develop the non-governmental organizations in civic participation, make citizen participation legally and strengthen risk management, innovative methods of citizen participation, provide safeguards of civic participation. The Final part of this article is summary. It describes the main conclusions and pointed out the shortcomings of the research.
