The Study On The Change Of The CPPCC Sector’s Role

It has been64years of history, from the CPPCC established in September1949.In the past64years, the CPPCC always as an united front organization, as an important organ of the party system, as an important form of promoting socialist democracy, that plays a very important role in China’s political life.2006, in the paper of Opinions of the CPC Central Committee on strengthening the work of the CPPCC points out that the sectors is composed of salient features of CPPCC organizations. It can clearly be seen that giving full play to the advantage of sectors is an effective means to strengthen self-construction of the CPPCC. The CPPCC (12th National Committee of the Chinese People’s Political Consultative Conference) consists of34sectors. Among them, there are10party sectors,8group sectors,13occupation sectors and3specially invited sectors. A wide range of sectors set is beneficial to absorb the social class’s political participation, provide channels and platforms to meet the political aspirations of all social classes, provide an institutional possibility for coordination of interests between different social classes. Therefore, study on the sector’s characteristics of the Chinese people’s Political Consultative Conference is of great significance for the Chinese people’s Political Consultative Conference’s construction and the building of democracy in China.This paper taking the changing role of the CPPCC’s sector as the clue, elaborates the sector changes from the governmental role to the citizen role through the different historical periods. The early days of the People’s Republic of China, the CPPCC acted as the acting as the National Peoples Congress. At that time, the CPPCC combined the national construction and the development of democracy. The sector performed as the governmental role. During the socialist transformation times, the CPPCC acted as the organization of the united front. Its main task is to coordinate the relationship between different political parties and classes. The sectors continued to perform as the governmental role. Since the reform and opening up, the CPPCC’s political position has changed. The sector began to perform as the citizen role, and became the coordination mechanism of socialist democracy. In the new period, the sector’s citizen role development is facing with the predicament of the reality. It still has a long way to go.
